The phrase is a reference to the young male character Shōtarō ( 正太郎 ?) from Tetsujin 28-go (reworked in English as Gigantor). It can also apply to postpubescent (adolescent or adult) characters with youthful neotenic features that would make them appear to be younger than they are. It refers to a genre of manga and anime wherein pre-pubescent or pubescent male characters are depicted in a suggestive or erotic manner.
Outside Japan, the term is used less often with this meaning. That said, I cannot recommend this site enough it's where I get most of my hentai from. They do have communities, but most are in Japanese so I have no idea how active they are. Not much of a community per se, as there's not journal features and comments are mostly "nice art", etc. Site is mostly a Japanese userbase, however the site has become a lot more easy to use for foreigners. However, a little black bar is a small price to pay. The only major drawback is that all NSFW has to be censored, due to Japanese law. Pixiv - Allows everything so long as it's drawn. Highly recommended if you're really into cub stuff.
